Plan Document Stuck In InProgress Status and Can Not Withdraw (Doc ID 2683414.1)

Symptoms

When we are trying to withdraw the document, the Plan Documents is stuck in In Progress status.  It is not changing the status to Ready to Uublish.


STEPS
The issue can be reproduced at will with the following steps:
1. Submit plan document for the Compensation Plan
2. Make some plan changes like modify quotas
3. Participant Snapshot > Manage Compensation Plan > Withdraw ... nothing changes.
