The value of the attribute BillToCustAcctId isn't valid error during Enterprise Contract Import (Doc ID 2683571.1)

Symptoms

On : 11.13.20.04.0 version, Contract Authoring

Enterprise Contract import process is completing with the following errors

ERROR
-----------------------
For Contract.csv the import REJECT file shows: The bill-to account is not valid for any of the contract parties. (OKC-196306) (OKC_ODI_BILLTO_INVD_PARTY)
For Contract_Lines.csv the import REJECT file shows: The bill plan for the contract line doesn't exist. (OKC-196581)
For BillPlans.csv the import REJECT file shows: The value of the attribute BillToCustAcctId isn't valid.
Also, the contract is created but without Parties.


STEPS

The issue can be reproduced at will with the following steps:
1. Perform a contract import
2. The import completes with error
3. The import REJECT files contains the reported errors
4. The contract is created but without Parties.
