Symptoms

ACTUAL BEHAVIOR
---------------
BPA PDF is blank after approval

EXPECTED BEHAVIOR
-----------------------
BPA PDF should be displaying data after approving.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create BPA
2. View PDF - Draft version available
3. Submit BPA for approval
4. View PDF - Draft version available
5. Approver approves BPA (Draft BPA available in notification too)
6. Open the approved BPA and click on View PDF
7. Open the PDF and see it is blank.
