How To Apply Multiple Discounts Lists To A Sales Order?

User needs to apply different discounts applicable on a sales order.

These discounts(say for same items) are maintained in different discount lists.

These multiple discount lists are included in a single strategy which gets applied to sales order.

However in sales order discounts on different discounts lists with same strategy are not getting applied.

The system applies discount from the Discount list where the item is found first, it doesn't check the same item is available for discount in other price list.
