Fusion Global Payroll: Element Creation Process Runs Long and Fails with Error 'JBO-26041: Failed to post data to database during "Insert": SQL Statement "JBO-29000: Unexpected exception caught: java.sql.SQLException' (Doc ID 2684824.1)

Symptoms

Element Creation Process running long and not completing.

Creating element using Manage Elements and some elements are completing successfully, but some are not and the process in still running "In Process" state.

Also, error message related to Formula compilation for all created elements:

"Formula VACATION SALARIED ENTITLEMENT BASE compilation failed while creating the formula PL/SQL package FFP300000002728027_01011951."

The issue can be reproduced at will with the following steps:
1. Created element.
2. Review Creation process.
3. Process not completing.
4. Review the log and exception error is thrown.
