Mass Adjustment and Mass Transfer Transactions from UI Do Not Find Any Assets in their Selection

Information in this document applies to any platform.
Mass Adjustment and Mass Transfer Transactions done from UI are not Identifying any Assets in the Transaction Group.
The transaction group appears in "In Progress" status with 0 in the Transactions column.
Based on the Selection Criteria, the system should have identified multiple assets.
The transaction group should have a >0 number in the Transactions column.
The issue can be reproduced at will with the following steps:
For Mass Adjustments -> Category Change
1. go to Adjust Assets task
2. click on Mass tab
3. click on +, then select the Book and Transaction Type = Category change
4. fill in Asset Selection Criteria
5. fill in Category Details
6. submit. A process will be generated in Scheduled Processes
7. after the process finished running, go back to Adjust Assets -> Mass tab -> search. The transaction will appear in "In Progress" status with 0 in the Transactions column.
Similar steps applicable for Mass Transfers too.
