Action Change Service Provider With Allow Alternate Equipment Option Selected Does Not Display Results

When users execute "Change Service Provider" Action, With the Option "Allow Alternate Equipment" selected, OTM is not displaying any options but displaying a prompt "No Valid Service Providers Found".
Expected behavior is that otm Should display the Service Provider options which support other Equipment Groups.
