Valid Project Is Not Imported Through FBDI Import Template In First Attempt , But Is Successful In The Second Attempt (Doc ID 2686171.1)

Symptoms

On : 11.13.19.10.0 version, Initiate Project

Import Projects through FBDI template, finished in error for some records at first attempt

ERROR
“An application error occurred. Contact your help desk.” “A new project or project template can't be created because of an application error. Contact your help desk.”


STEPS
The issue can be reproduced at will with the following steps:
1. In the first upload only 3 records are successfully imported and project is created.
The one record with a sprcific project name is not getting created , and get to see the above error

2. However on uploading the same file again and running the import Projects Process, the above record is getting created successfully.
