Bell notification icon not refreshed

Problem Description
---------------------------------------------------
The bell icon is not refreshed if the user is already logged in and there is a new activity.
Either user has to manually approach the icon or he has to log out and log in into the system to have the bell icon refreshed and display the number of notifications.

The "Synchronize Notifications in Global Header" process runs every 10 min, and even after it has run, the bell icon still remains unchanged if the user is already logged in.

Are all set at site level to YES and are not overridden by the user profile option.
