On : 11.13.20.04.0 version, Global Human Resources

ACTUAL BEHAVIOR
---------------
In RUI, when creating a Pending Worker, no action reasons are available.

When creating a pending worker and selecting a future date, the action reasons are not available.
We noticed that if we use today's date the actions reasons are available, but as soon as we change the date to the right date, the action reasons go away again (get blanked out).

EXPECTED BEHAVIOR

Action reasons should show regardless of date

The issue can be reproduced at will with the following steps:

Add a Pending Worker:
6/17/20
Proposed: Employee
Why: Fill vacancy

Add a Pending Worker:
6/18/20
Proposed: Employee
Why: No suggestions to display
