Symptoms
When attempting to connect Oracle Primavera Cloud to P6 EPPM, the following error occurs.

Connection Failed. Connection timed out (Connection timed out)the specified server. outbound-proxy.cne-outbound-proxy.svc.occloud:3128
STEPS
-----------------------
The issue can be reproduced using the following steps:
- Launch Primavera Cloud
- Go to Global Admin
- Click on Integrations
- Click on P6 EPPM
- Click on Integrate
- Click on Connect
- Click on Add Connection
- Enter the URL for the P6 Web Services SyncService and the P6 username and password
- Click Test Connection
