System considers priority date even though the allocation mode is configured as Quantity Ascending (Doc ID 2686642.1)

Symptoms

Wave template Allocate mode has been set Quantity Ascending, but still  RF PACK OB LPN screen is not allowing to substitute another LPN.
As observed in customer site and local QA environment, RF screen does not always allow the system to override the suggested LPN.

Changes

 Default value of "RF PACK OB LPN" screen parameter "Sub Validate Shipment"  is available as Yes.
