The error The action reason is invalid. (PER-1531393) occurs when attempting to:

Transfer an employee assignment via HSDL
Covert Pending Workers using the ESS Job Run Convert Pending Workers Automatically Process

Note: In this scenario, the error is found in ESS Job’s PWKConversionJob log file, rather than the UI.
