Recommendation Rule Only Setting Value in Pipeline Viewer in JET Config UI

Symptoms
In JET Configuration UI, a Recommendation rule sets the value of a menu attribute in the Pipeline Viewer, but not in the UI. The value which should be set in the UI is visible in the menu but not selected, and the first value available in the menu is selected instead.
Upon further investigation, the value which should be set by the Recommendation rule is not visible in the menu before the rule runs due to a Constraint. The menu attribute has the setting JET UI Constrained Value Behavior set to Remove, so the value only becomes visible due to a change in the layout which disables the Constraint on the menu value and tries to set it the menu value at the same time.
