Symptoms
When attempting to Approve a CO
the following error occurs.
Error:
ORABPEL-30103 Ruleset didnt return any results. Ruleset TermsApprovalHierarchyRules didnt return any results.
Steps:
The issue can be reproduced at will with the following steps:
1. Generate a new CO with zero change amount
2. Submit for approval
3. Co remain in pending because of Fault in SOA
