Attempting To Promote An Approval Unit In Financial Consolidation & Close Cloud Service (FCCS) Results In Error: "Failed" Or "Failed: Invalid Data"

A non-admin user has been granted access for Approvals, and a Promotional Path has been set up. When the user chooses the Entity, selects Promote from the Action menu and clicks on Change Status, the Approvals card shows an error: either "Failed" or "Failed: Invalid Data". If an administrator performs the same steps, the promotion completes.
Upon reviewing the error details (clicking on the error message), a validation form is listed with the statement: "Review the validation messages and resolve any that require correction. To do this, in the left pane, under every form name, click each page combination to open the form and display its validation messages. Resolve any errors, and click Save to re-validate the data."
