Goal

JWT token Issuer needs to be tenant specific and not identity.oraclecloud.com

We have a requirement where the token issued from IDCS needs to be tenant specific for example "https://${IDCS tenant ID}.identity.oraclecloud.com" and not generic one as "https://identity.oraclecloud.com/"

This is critical to the integration of AWS services of our client with IDCS.
