Some Accounts Created In Customer Data Management Are Not Queryable In The Service Accounts Screen

Symptoms
An account is created in Customer Data Management (CDM), but it cannot be queried in the Service > Accounts page.
However the account can be found in the list of values in the Service request page.
The expectation is that the account should be queryable in the service requests and accounts screen.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Customer Data Management > Organizations.
2. Create a new account.
3. Navigate to Service > Accounts. Search for the newly created account. No results are found
4. On the Service request page the account can be found ( edit service request > Summary tab).
