From restricted Open SR 3-22901521391: U5:O3: Unable to access FRS due to SSO

Symptoms

On Fusion 11.13.20.01.0 version  Find that users are Unable to access FRS

You are not authorized to use this functionality Contact your administrator

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Attempt to access Financial Reporting Studio (FRS)

The latest version of FRS has been installed (11.1.2.4) locally onto users machines, however access is still being denied.
There is a suggestion that SSO has stopped this access.
Users are presented with the following message upon attempting access:

"You are not authorized to use this functionality. Contact your administrator."

Navigation steps are:
Financial Reporting Centre > (Task) Open Workspace for Financial Reports > tools > Launch Financial Reporting Studio -it's at this point the access message is displayed.

The user is attempting to access via password/ID and SSO and both attempts have failed

Due to this issue, users cannot Access FRS.
