SOA Servers Not Starting Due To SOA Server Not Able To Connect To Database Server (Doc ID 2688476.1)

Symptoms

On : NA version, Core SOA Product Issues

ACTUAL BEHAVIOR
---------------
Customer not able to login into EM Console and admin server is in critical state and SOA Is not processing any transaction.  Also restarting SOA Servers failed to connect to DB instance

EXPECTED BEHAVIOR
-----------------------
SOA Servers should process transactions and should start normally and all management consoles should be accessible.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Issue specific to customer environment and their environment is not processing transactions and none of the management consoles are accessible.
