PJF: Resource Breakdown Structure(RBS) LOV Not Showing Specific RBS On A Project/ Template

On : 11.13.20.01.0 version, Set Up Project Management
Planning Resource Breakdown Structure is not displayed in Resource Breakdown Structure (RBS) region on a Project Template -
We are creating a Planning Resource Breakdown Structures to be used in multiples Project Units. In the this case, created a Project Unit 'X' and associating all the Project Business Units. Created a Planning RBS for this Project Unit 'X'. We are unable to see this Planning RBS in the LOV for the Resource Breakdown Structure in a Project Template created in Project Unit 'Y'.
We need setup this way to use a Common Resources across Project Units.
Please advise.
