All EFF Attribute Groups Are Not Visible in Change Order (Doc ID 2688568.1)

For Change Order , all the item EFF attributes are not visible. Hence reviewer unable to view or edit all the EFF attribute
whereas for the same user in PIM page, all the attributes are visible. 

Steps to Reproduce
1. Open the change order 
2. Open the affected items.
3. search for mandatory and item eff attribute  
4. Few the attribute groups are not visible, 


 Common Change UI is enabled in the environment, so change order is getting opened in PD
