Symptoms

When attempting to upload a template file with updates for a translated language on the LearningRequestApprovalReport an error similar to below is received:

Upload Failed: User: XXXXXXXX, absPath: /Human Capital Management/Workflow Notifications/LearningItemApprovalReport.xdo/LearningItemApprovalReportTemplate.xlf, locale: fi, message:
