View Operation in ODI Console Fails with ODI-3278 when Opening Loadplan Logs (Doc ID 2689944.1)

While opening an Oracle Data Integrator (ODI) Load Plan log from within ODI Console, the following error is noted in the WebLogic Server (WLS) managed server log.

Patch 28657164 was applied as recommended in Document 2449556.1, however it did not resolve the issue.
