Unable to release holds for order

EXPECTED BEHAVIOR

Holds should be released

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create and submit the order
2. Apply hold and release it
3. Apply same hold again

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users not able to progress the lines.
