OMC: Unable to Create OMC Instance from OCI Management Screen (Doc ID 2690324.1)

Symptoms

When a User creates an OMC Instance from OCI Management Screen --> Platform Service --> Management Cloud , it gives a blank page.

This issue occurs when performed by a Cloud administrator or an user who has been granted the application role "OMCEXTERNAL_ENTITLEMENT_ADMINISTRATOR" of the application "OMCEXTERNAL" on Identity Cloud Service.
