Can Not Email Webreports Gen2 Due To Error Adding A Scheduler Report

Symptoms
WR gen2: Can't email reports.
Create new schedule report in Web Report gen2 to be sent to a list of emails the systems throws error when click Finish:
Error: Error adding a scheduled report; please check scheduler logs
at WebReports.Api.Scheduler.ReportSchedulerServiceInterface.AddReportProcess(SchedulerJob job, Int32 hostIdx, Guid baseJobId)
at WebReports.Api.Scheduler.ReportSchedulerServiceInterface.AddReport(SchedulerJob job, Int32& hostIdx)
at WebReports.Api.Scheduler.ReportScheduler.AddReport(ReportSchedule schedule, String& jobId, Int32& hostIdx)
at WebReports.UI.Controls.ScheduleReportSupport.CreateReportSchedule(ScheduleReportFinishPackage package, ClientReportAdjustments adjustments, Boolean createScheduleInService)
at WebReports.UI.Controls.ScheduleReportSupport.CreateSchedule(ScheduleReportFinishPackage package, ClientReportAdjustments adjustments)
also even if users click on Test Email button ask to confirm email click ok, above error.
