Why Is Inv Sum N1/Total Oblpn Qty On Custom Inventory Screen(CINS) Not Reflecting Oblpn Units In Outbound License Plate Number form (OBLPN). Screen?

On Custom Inventory Screen(CINS) for item= B22222 in column INV SUM N1(Total Oblpn) = 9 whereas on Outbound License Plate Number form (OBLPN) for obpln-OB33333, item= B22222 Pack Qty = 1
INV SUM N1(Total Oblpn) on CINS screen does not reflect the same quantity for obpln-OB33333 pack_qty on OBLPN screen.
On Order hdr screen there is one order nbr: 12XXXX , two ord dtl lines: one record has item= B22222 qty= 1
On OBLPN screen there is one oblpn: OB33333, case qty =1, packed qty=1, allocated qty=1, current qty=1, current child units=1, alloc qty child=1, packed qty child=1, current qty in cases=1, allocated qty in cases=1 and packed qty in cases=1.
Per Interface Specifications 20b (DOC_ID 2656926.1 - Oracle Warehouse Management Cloud - Documentation for Update 20B) , Inv Summary and Default Custom Inventory Summary oblpn_total is OB LPN Inventory Total (OBLPNs in status packed, in-packing, loaded, in-picking and picked). For Default Custom Inventory Summary, oblpn_total display in UI as Inv Sum N1(appears customer changed name in Literal screen to say 'Total Oblpn').
Why the inconsistency of values of INV SUM N1(Total Oblpn) on CINS screen versus the packed_qty on OBLPN screen?
