Special characters in web service causing 404 error (Doc ID 2690747.1)

Web Service Service Request record insertion using £ (GPB) or € (Euro) characters in description field fails with error: 'SBL-ODU-001008 The HTTP request did not contain well-formed XML.
An attempt to parse it produced the following error: Invalid byte 1 of 1-byte UTF-8 sequence.'
This error occurs with iso-8859-1 encoding. It occurs with Soap UI also.
If UTF-8 encoding is used, it works properly.

Reproducible steps:
1. Send Soap Request with £ character using iso-8859-1 encoding.
2. Get error.
