How to configure the provisioning of users in IDCS to the WMS Cloud application?

The Oracle Warehouse Management Enterprise Edition Cloud Service (WMS Cloud) service within IDCS is currently configured as a SAML application to be able to use SSO and control the access of users that are held in IDCS with the application.
The question that arises about this is how we can perform the provisioning procedure of users who live in IDCS to the WMS Cloud application?
Since as a new requirement is that the users who are in IDCS at the time of assigning them the WMS Cloud app, they are also provisioned on the side of the WMS Cloud application. And within the details of the WMS Cloud application created in IDCS, the "Provisioning" option is not displayed.
