IDCS : Unable to Run Bulk User Import with User Administrator Role

Information in this document applies to any platform.
From April 19, the bulk user import running in the User Administrator role will fail. As far as I can confirm, endpoints like /storage/v1/Files, /job/v1/JobSchedules, /job/v1/JobHistories also fail to run. I have not changed the settings.
How can I resolve this issue?
