OTM Assigns Wrong Timezone For Locations In Spain (Doc ID 2691611.1)

Symptoms

When creating Spanish locations by CSV, it assigns the timezone 'Atlantic/Canary' for all locations with country code 'ES'.

When a location is created in the UI, the correct timezone 'Europe/Madrid' is assigned.
