Optional Feature CSV Upload Cache Refresh Does Not Clear Cache After Uploading CSV (Doc ID 2692089.1)

Symptoms

Optional Feature CSV UPLOAD CACHE REFRESH has been enabled. When a CSV to update Rate Costs in RATE_GEO_COST table is uploaded into OTM, The cache does not clear.

Upon Rate Inquiry The Rates are still pulled from cached data.
