When attempting to access Manage Organization Trees,
the following error occurs.

Unable to retrieve content. Additional information for "Remote Region error #1"

Log file shows this error:

ADFC-0619: Authorization check failed: '/WEB-INF/oracle/apps/fnd/applcore/trees/ui/taskflow/TreeSummary.xml#TreeSummary' 'VIEW'

The issue can be reproduced at will with the following steps:
Setup and Maintenance > Manage Organization Trees > error
