  An Admin or a HR Specialist you can use the Transaction Manager: Transactions page in the Transaction Console work area to Monitor and Approve/Reject goal transactions.
 The 'Pending Goal Plans' page available for HR Specialists before 19D was replaced by 'Transaction Console' and should no longer be used.
