ACTUAL BEHAVIOR
---------------
In the Transaction Console, on Approval stages, when the SERIAL mode is activated, the notification is sent randomly to one user of each AOR. So that the selected approver must approve before the flow goes to the new random approver of the following AOR.
When the Parallel mode is activated, the notification is sent to all AORs at the same time. However, in this case not all Users receive the notification flow.
EXPECTED BEHAVIOR

The Business request is to create a Workflow with different type of Representatives and to every user who has the corresponding AOR:
A notification is sent to all Users with the AOR 1--> Then to all users with the AOR 2 --> Then to and all users with the AOR 3
