Fusion OTBI - Report exceeding 10 min query for some users but completing for others (Doc ID 2692957.1)

Symptoms

 On Fusion 11.13.20.01.0 version, Technology Management - Reports/Analytics find that using a custom analysis but built using standard RPD objects ie.e not based on hand-written logical SQL

Actual Behaviour
Fusion OTBI - behaves differently for two users.
Report exceeding 10 min query or times out for some users but completes under 5 minutes for others

There is a reproducible performance issue with OTBI reporting causing frustration with customers.

Expected behaviour
Expected consistent behaviour for all users.

Steps to Reproduce
The issue can be reproduced at will with the following steps:
A report which is being executed by 2 colleagues on the Production environment,
it runs to completion in less than 4 minutes on a consistent basis for one user
but times out at the 10-minute mark for another colleague.
There is no difference in the input parameters provided by the 2 users.

Note >>> This can also be replicated this using one different user which has the BI Administrator privileges
and therefore does not time out at the 10-minute mark.
In this case, the report (with the same parameters applied) does complete but takes around 25 minutes.
The result set returned, in this case, is identical to the set retrieved in less than 4 minutes by the other user.

This is observed consistently, regardless of the time of day.

Impact
The issue has the following business impact:
Due to this issue, users are frustrated and cannot complete the reports
The user for whom the report consistent times out is understandably frustrated.
