Subfooter Navigation Menus Do Not Update When Using Alta Layout (Doc ID 2693190.1)

Symptoms

When using Alta navigation, changes to the Subfooter are not automatically deployed. It's expected that when a change is applied to the subfooter while using Alta navigation, the change would be applied to the site immediately.
