Fusion Global HR: Document of Record Transaction Routed to Approval Instead of Being Auto-Approved (Doc ID 2693757.1)

How to properly configure the approval rule in order to do be auto approved for a specific document type (example: "Social Insurance Data")?

Customer have configured "Social Insurance Data" document type to have Approval Required set to "No" under Setup and Maintenance , Document Types task .
Then, he is submitting a Document of Record with this type, but the transaction is still going for approval instead of being auto-approved.

After few minutes, the transaction is failing with the below message:

"Ruleset didn't return any results. Ruleset DocumentOfRecordRuleSet didn't return any results. Model the ruleset so that it returns a list builder specification."
