CVR not working when using operator "is a Descendant of "

Goal
On : 11.13.20.04.0 version, Setup, Rapid Impl and Security
Able to select a combination post restricting the same in CVR
Create a CVR, use in condition operator "is a Descendant of" but the CVR not working as expected.
Run 'Manage Cross-Validation Rule Violations' but there are no values in the report output for this CVR.
Also checked using query 'select * from gl_seg_val_hier_rf where ANCESTOR_PK1_VALUE= , values exits in this table.
