User cannot be added to Life insurance benefit (assigning payroll element) due to eligibility error:

"The employment level entered is not eligible for the element Life on 2020-xx-xx. You cant grant the element to the payroll relationship, terms or assignment unless it meets the element eligibility criteria and has an element costing record. Ensure that a suitable element costing rule exists for the element, and that the eligibility criteria for a person matches those defined on the costing rule."
