ACTUAL BEHAVIOR
---------------
When running translation the application seems to round incorrectly many accounts
Sample Scenario:
123456-Vacation Expense are SGD 421.05 for the Month of Jan 2020.
Have SGD to USD Period Average Rate = 0.736556
After running Translation balances should be
123456-Vacation Expense USD $310.1269 which should be round to nearest and amount should be $310.13 for the Month of Jan 2020.
However, When checked and System is not rounding correctly it is showing amount as $310.12.
STEPS

The issue can be reproduced at will with the following steps:
1. Have a RC set as below
Period Average Rate Type = Period Average
Period End Rate Type = Period End
Revenue and Expense Translation Rule = PTD
Owner's Equity Translation Rule = YTD
2. The currencies precision and both have 2.
3. Run translation
Based on the rules of translation:
If Translation Rule is PTD, use Period Average rate type
If Translation Rule is YTD, use Period End rate type.
If Translation Rule is not selected, use Period Average rate type
The system should use the Period Average rate and the calculation the user expects seems correct.
