Cannot create OIC for SaaS instance (Doc ID 2696008.1)

Goal

Unable to create an instance of OIC for SaaS.
When I try to create an instance of OIC, the License Type Field is displayed on the Create Integration Instance screen.
For OIC for SaaS, this field should not be displayed.
