Symptoms
1. Create PR with multiple lines and Approve
2. Convert to Negotiation for all lines from PR
3. Create Response from Negotiation
4. Enter response price on a few lines and keep blank on rest of the lines
5. Try to Submit the response and getting below error message:
Error: You must respond to all lines in the negotiation
