Error when publishing item with XItem Webservice and using Chain in Item Zone Price

Steps to recreate:
1. Create the xml for CreateItem
2. Invoke the XItem Webservice.

Prerequisite Condition: 

1. The zones table type in L_izip_tbl needs to have multiple records. This is populated in RMSSUB_XITEM_POP_RECORD.POPULATE_ZONES.
The records populated here are dependent on the izp_hier_level passed in the RIB_XItemDesc_REC and on the RIB_XIZPDesc_REC item zone price in the message.
2. There should be existing records on svc_xitem_rizp_locs for the item and location in the message.
