Symptoms

1. Several sessions are waiting for gc waits, but the waits are not for a long time (more than a 1 min) still we can see sessions being blocked like:

which is waiting for 'gc cr request' with wait info:

blocking: 95 sessions

2. There are sessions waiting for different file#/block#.

3. The trace files for the LMS* or CR* are dumping continuously messages produced in the IPCLW layer like:
