Symptoms

MFT is transferring files which are not yet complete. The scenario is as follows:

An application (not MFT) is writing files to a directory.

While those files are being written, their filename is given a .part suffix to indicate they are only partly written. eg:

AAAA.xml.part

Once the file is complete, the application renames it to have a .xml suffix. eg:

AAAA.xml

Only once the file has been renamed to have the .xml suffix should MFT transfer the file.

However MFT is transferring the file even when it has the .part suffix (and is thus not yet complete).
