Items Failed To Range During Stock Count Upload Process

Symptoms
Items are getting failed to range during stock count upload process,few items that was not ranged to store , the corresponding dept/class/subclass are not present in the stake_prod_loc.
EXPECTED BEHAVIOR

items not ranged , but present in stock count file should be ranged.
Steps to reproduce:
1. Create stock count for a Store.
2. Run batches.
3. Once the stock count is exploded to stake_sku_loc table. create a physical qty file , add few items which are not yet ranged to the same store for which the stock count was created.
4. Physical file got uploaded but with the error "Item/loc/Department/Class/Subclass combination not found in table STAKE_PROD_LOC." for the newly created item.
