Compensation worksheet is converting decimals to commas

When entering a number with a decimal in the Recommended % column on the compensation worksheet the decimal converts to a comma and the percentage entered is changed to a larger number.  - e.g. entered 3.5 into the Recommended % box and upon leaving the box it converted to 35,00.

When entering a percentage using a comma instead of a decimal, the percentage remains as entered and calculates correctly.  - e.g. when entering  3,5  it converts to 3,50 which is correct except that commas should not be used in order to enter the correct percentage.

This does not occur when proxy as a manager, it only occurs when the manager is logged in.
