Career Development - BIP Online Notification Not Having Edit Option (Doc ID 2699596.1)

Goal

Why there is no Edit button on the Bell notification of Development goal?

When employee submits a career development goal, the online notification received by the employee does not have EDIT option. However when performance goal is submitted the EDIT option is available for the manager.

However in the manager approval page within My Team> Career Overview > Employee > Approve, the edit button is visible. Looks like the template used for BIP online is missing this EDIT button.
